- No physical documents required
Udyog Aadhaar Memorandum (UAM) was the earlier MSME registration system introduced by the Ministry of MSME, allowing small businesses to register through a simple Aadhaar-based self-declaration process. In July 2020, the government replaced UAM with Udyam Registration, a fully online and paperless system integrated with Income Tax and GST databases. Under Udyam, MSMEs are classified based on both investment and turnover limits for Micro, Small, and Medium categories.
All existing UAM holders must migrate to Udyam to continue availing MSME benefits such as priority sector lending, collateral-free loans, subsidies, protection against delayed payments, and eligibility for government tenders. The migration process is completed online using Aadhaar and PAN authentication, with business details largely auto-fetched from government databases. No physical documents are required, and migration on the official portal is free (professional assistance may be available at a nominal service fee).
This guide explains everything clearly about what UAM to Udyam migration means, who needs it, required documents, online process, and key advantages
What is UAM (Udyog Aadhaar Memorandum)?
Udyog Aadhaar Memorandum (UAM) was an earlier system introduced by the Ministry of MSME for registering micro, small, and medium enterprises through a simple self-declaration process using Aadhaar.
It allowed small businesses to obtain MSME recognition without extensive paperwork. However, the system has now been discontinued and replaced by Udyam Registration.
What is Udyam Registration?
Udyam Registration is the current official MSME registration system introduced by the Ministry of Micro, Small and Medium Enterprises on 1 July 2020.
Unlike UAM, Udyam Registration is:
- Fully integrated with Income Tax and GST databases
- Based on investment and turnover criteria
- Completely paperless and online
All existing UAM holders must migrate to Udyam to continue availing MSME benefits.
Why UAM to Udyam Migration is Mandatory?
The Ministry of Micro, Small and Medium Enterprises has made it clear that UAM registrations are no longer valid for availing MSME benefits. Here is why migrating from UAM to Udyam is required:
- Loss of MSME Benefits – Businesses continuing to operate under UAM risk losing access to government schemes, subsidies, payment protection and financial benefits reserved for registered MSMEs. Banks and financial institutions now require a valid Udyam Registration Certificate for priority sector lending.
- Disqualification from Government Tenders – Public procurement policies require MSMEs to have a valid Udyam Registration Number to participate in government tenders. UAM registered businesses may be disqualified from bidding.
- Bank and Financial Institution Requirements – Most nationalized and private banks now insist on Udyam Registration for MSME specific loan products, lower interest rates, and collateral-free loans under CGTMSE.
Who Needs to Migrate from UAM to Udyam?
The following categories of enterprises are required to complete the UAM to Udyam migration:
- Businesses registered on udyogaadhar.gov.in before July 1, 2020
- Businesses holding a 12-digit Udyog Aadhar Number (UAN)
- Businesses that registered under EM-I/EM-II (older Entrepreneurs Memorandum system)
- Businesses that want to avail MSME subsidies, priority lending, and government schemes
Revised MSME Classification under Udyam
Under Udyam Registration, MSMEs are classified as:
Category | Investment Limit | Turnover Limit |
Micro | Up to ₹1 crore | Up to ₹5 crore |
Small | Up to ₹10 crore | Up to ₹50 crore |
Medium | Up to ₹50 crore | Up to ₹250 crore |
Both investment and turnover are considered together.

Common Issues During UAM to Udyam Migration and How to Resolve Them
Issue 1: OTP Not Received on Aadhaar-Linked Mobile: Ensure your mobile number is linked with Aadhaar. Visit an Aadhaar enrollment center or bank branch offering Aadhaar services to update your mobile number.
Issue 2: PAN Mismatch or Invalid PAN: Ensure you are entering the correct PAN. For companies and LLPs, use the business PAN, not the personal PAN of the director or partner. Check for typographical errors.
Issue 3: GST Details Not Found: If your GSTIN is not reflecting correctly, make sure your GST registration is active and the GSTIN is correctly entered. Inactive or cancelled GSTIN will cause verification failure.
Issue 4: Name Mismatch Between Aadhaar and Business Records: The name on Aadhaar must match the applicant’s name. If there is a discrepancy, update your Aadhaar first at UIDAI’s portal or an enrollment center.
Issue 5: Portal Technical Errors: The Udyam portal may experience high traffic. Try accessing it during off-peak hours (early morning or late evening). Clear browser cache or try a different browser.
